The man in this photo is believed to be Arch Campbell, who was Chairman of the Oroua County Council between 1924 and 1943. According to Pioneering to Prosperity 1874-1974: A Centennial History of the Manchester Block, Campbell was "appointed to represent the council on a central committee for Home Guard and Emergency Precautions Scheme."
Campbell was struck down with illness and passed away in 1943, having been a member of the Oroua County Council for 23 years, and chairman for 19.
